Paying for Services

Understanding payment options for community living services can be challenging. The many insurance types, plans, and programs can be confusing and get in the way of successful planning. For example, a 2015 Survey of Americans over age 40 showed that 36% of respondents mistakenly believed that Medicare would pay for ongoing care at home by a licensed home-health aide. An additional 27% of respondents were unsure. Understanding what services are covered by Medicare, Medicaid, long-term care insurance, and other programs is critical to making community living work for you.

Counseling on Medicare Coverage Options

The State Health Insurance Assistance Program uses local volunteers to provide free, in depth, one-on-one insurance counseling and assistance to Medicare beneficiaries, their families, friends, and caregivers. Programs help with understanding Medicare coverage options, including Part D drug plans, managed care (HMO), and Medigap.

Benefits.gov is a free, confidential tool that helps individuals find government benefits they may be eligible to receive.

Planning ahead for long-term care can be complicated. There are a number of issues to consider, such as where you want to live and how you will pay for the care you need. LongTermCare.gov offers a wealth of information to help you better plan for and finance services.

Programs for Veterans

ACL and the Veterans Health Administration support veterans at risk of nursing home placement through the Veterans Directed Home and Community Based Services (VD-HCBS) Program.
